What the vehicle inspection in Dubai actually checks

In short: The RTA vehicle inspection in Dubai is a roadworthiness test at an approved testing centre, required to register, renew or export a car. A light vehicle costs AED 170 and the certificate is valid for 30 days. Transferring ownership triggers one, which is why it matters to anyone selling.

Most drivers in Dubai meet the vehicle inspection once a year and never find out what the technician is looking at. That is fine until the car is being sold, when the test acquires a deadline.

The Roads and Transport Authority calls it "Apply for Vehicle Inspection": a mandatory appointment to inspect your vehicle for roadworthiness at approved service centres, in order to register, renew, or export it with plates in Dubai. When does a car in Dubai need an inspection?

There is more than one trigger, and only the annual one gets talked about. RTA separates the tests by purpose. The periodic vehicle test is the familiar one: testing of vehicle safety, roadworthiness aspects and exhaust emissions, required to renew the vehicle registration. For private light vehicles the published frequency runs 3 – 1 – 1 – 1 — the first test falls due after three years, then annually. UAE Government guidance puts it the other way round: inspect at an authorised testing centre, except vehicles produced in the last three years before registration, and the result has to be positive.

The new vehicle registration test is the one sellers need to know about. RTA defines it as the test required before registering a vehicle purchased from outside an authorised vehicle agency in the UAE, and adds that it is also required when transferring vehicle ownership or re-registering a vehicle. A change of owner is a registration event, and it brings its own inspection regardless of when the last annual test was done.

There are two others. An export test applies before a vehicle leaves the UAE and captures identification data such as chassis and engine details. A re-test follows a failure.

Timing has a published window. For registration renewal, RTA states the test can be performed up to six months before the registration expires, and if it is not done in that window it must be performed no later than one month after expiry to avoid penalties. The vehicle must also be tested in the emirate in which it is registered.

What does the inspection check?

RTA publishes the list of items checked. For light vehicles, identification, emissions and brakes are tested directly; the rest are grouped as visually inspected parameters.

The limits are obvious once you read it. This is a safety and emissions test, not a condition report and not a valuation. Nothing in it grades paintwork, verifies service history, or says whether the gearbox will still be happy in two years. A car can pass cleanly and still be a poor buy, which is why the certificate and the seller's own account answer different questions, as buying a used car from a consignment dealer in Dubai covers.

RTA also publishes what to do before arriving: a clean vehicle, a clean plate number, the underside cover removed if fitted, the safety triangle, spare wheel and fire extinguisher visible or accessible as applicable to the vehicle category, and no advertisements or stickers without prior RTA approval. The documentation to bring is short — the vehicle registration card.

What does it cost and how long does it take?

Fees are published per vehicle category and include a AED 20 Knowledge and Innovation charge.

Re-inspection of a light vehicle, light bus or motorcycle is AED 50. An export technical inspection is AED 100.

RTA puts the inspection itself at 32 minutes for a light vehicle, light bus or motorcycle, and 45 minutes for a heavy vehicle, heavy bus, trailer or semi-trailer. The overall service time at a centre is listed as up to 45 minutes.

The certificate that comes out is a Vehicle Technical Inspection Certificate, valid for 30 days. That is the number that catches people. It is not something you bank for a year and produce whenever the sale finally happens; the transaction it supports has to complete inside that window. Testing early, before a buyer exists, is how sellers end up paying twice.

Booking is required. RTA's terms state you must book an appointment through the website or RTA Dubai, with no reservation needed in certain cases, including registration for vehicle sale purposes, re-inspection after a failed test, and People of Determination and senior Emiratis and residents whose vehicles are registered in Dubai. The centres RTA lists are run by several operators, including Tasjeel, Shamil, Wasel, Al Mumayaz, Al Mutakamela, Tajdeed, Aljawdah, Al Yalayis, Aber, AutoPro, AG Cars and Al Riyada, across branches spread through the emirate.

Where does this sit if I am selling?
